Reading the record
The change column compares each selling rate with the one before it, so a run of small daily moves in the same direction shows a trend more honestly than a single week-on-week figure would. Remember that the gap between the selling and buying rate is the dealer's spread, and that it is roughly constant — if it widens sharply, the market is usually moving fast.
Why we keep it
Two practical reasons. Customers ask what they paid last year, or whether today is a high. And publishing the history keeps us honest: a rate you can check afterwards is a rate you can trust at the time.
